Adds and/or removes locations in a DV360 location list in one call. Additions take targeting option IDs from dv360_search_targeting_options; removals take assigned location IDs from dv360_list_assigned_locations.

add_targeting_option_ids	string or array of string	No	-	Targeting option IDs to add, as a list or newline/comma separated text. Find them with dv360_search_targeting_options: use TARGETING_TYPE_GEO_REGION options for regional lists, or POI / BUSINESS_CHAIN options for proximity lists.
remove_assigned_location_ids	string or array of string	No	-	assignedLocationId values to remove (NOT targeting option IDs), as a list or newline/comma separated text. Get them from dv360_list_assigned_locations. Removals are applied before additions.
